rename to php-ids

All the other packages i've made are in the form php-foo and this fits the
mold just as well. It will help me with tab completing (always important...
heh) and keep the namespaces sane.

Add dependency on php-htmlpurifier and note to remove embedded copy

This ships a vendors/ directory which appears to only contain htmlpurifier. Since
its packaged in debian already we should be using that instead. I've added
a todo and will do it in a future sweep.

More common changes

I just noticed dh-make-php and dh-make-pear were being added as dependencies
but arn't needed in these packages. The ones I've already uploaded will have
to be pulled down and adjusted but for now they will stay as is.
