Packaging for google checkout

This is only slightly different to the bundled version (still valid? :| )
so has a good chance of working as a drop in replacement

More common changes

I just noticed dh-make-php and dh-make-pear were being added as dependencies
but arn't needed in these packages. The ones I've already uploaded will have
to be pulled down and adjusted but for now they will stay as is.

Update template where the values are identical accross packages

I've just wised up - instead of doing this every time I can take a copy of
this debian directory and copy it in to each new package I create.

Next commit will be package specific.
