Do not use oem kernel for Ubuntu-OEM-Kernel-Flavour default systems

If the meta package declares Ubuntu-OEM-Kernel-Flavour: default, do
not use the oem kernel, but the default one (generic, later hwe).

force-reset-test non-cross-testable valgrind/i386

We should make all i386 failures force-reset-test really, as
that allows people to make them cross-testable in the future,
and then the tests switch back from always failed to passing,
instead of continuing to be ignored, but let's do this one for
now, as valgrind is blocked on its test on i386 - it's trying
to run amd64 valgrind, but does not have it.

extend aptdaemon/arm64 force-badtest to all versions

It's very unlikely that it will work without significant effort identifying
the race or what is going on here, so this just adds noise. The code is architecture
independent anyway.
