we shouldn't auto-load plugins, that is handled by the --no-plugins switch.

Upgrade load_all_bzrlib function to check the filesystem.
Now we don't have to work so hard to keep things up-to-date.
If bzrlib/ is a path on disk, we can just search through it for
any files which should be imported.
