Merged build-ppa [r=niemeyer,radix] [f=137857]

The initial implementation of AutoPPA, added by this merge, generates
signed sources for upload to Launchpad's PPA service. Sources are
generated from a Bazaar branch with intermediate changes stored as the
process goes along. Changes made for the build are merged back into
the source branch which is tagged with the version specified for the
build.

landscape-ppa is a tool that automates the process of building
landscape-client and smartpm packages with Launchpad's personal
package archives (PPA) service. The basic problem and proposed
solution is described in the README file.
