Changed bay widgets to be horizontal and for BayBar.ui to use a horizontalLayout in its scrollAreaWidgetContents widget. This impoved the feel.

Set up the MainWindow to use the states to changet between UI states. This needs to be redone and cleaned up. That states mechanism from toolbar should be moved to only be in MainWindow

All of the widgets have a minimal implementation. It should be possible to use the MainWindow to build a mockup at this point. The motorDialog doesnt open for jog yet. After mock up the remaining work will require an actual python binding to interface with
