Fixup race condition for MySQL + access-network

The SharedDB context was incorrectly returning {} as the signal for
incomplete in the event that the shared-db relation had presented an
access_network key, and the local unit has a IP in the required range.

Returning None ensures that the context is registered as incomplete,
so that hooks can check and not do db migrations.
