SKS recon shuts peer down cleanly on signal. Process exit without closing the
leveldb prefix tree store was leaving the tree in an inconsistent state.

Simplify pbuild subcommand. Was losing some of the key hashes on process exit,
likely because some worker goroutines weren't done. Don't need that crap right
now.

Postinst ignores whether a local postgres starts up or not. We should ignore a
missing postgres and allow a reconfigure later.

Using structs rather than pointers when passing recovered key material in
SksPeer recovery. Safer and more predictable.

Chunking recovery hashqueries into batches of 100 like SKS. SKS kind of freaks
out when you request 3M keys in one hashquery, lol.

SksPeer blindly inserts recovered keys. conflux.recon.PrefixTree will reject
duplicates.

Beef up test deployment script machines for faster integration tests.
Hockeypuck charm development build target, compiles right out of GOPATH
sources.
