Remove the serviceInspector feature flag.

- Note: that there's still some instance of serviceInspector, but these are not
feature flag instances, just variable names.
- Note: This does not remove the old service views from the system. Some of
that is needed for notifications and will be a follow up once we've dealt with
them.
- Some tests broke during these changes and required some additional cleanup.

Changes 'Save' button to 'Cancel'

Because of technical limitations that would push release out
this branch converts the Save button in the ghost inspector
to a Cancel button and then mirrors the same functionality
to the X on the ghost Inspector.

Import Deployer in Golang env

This include fakebackend support, and actual go env support. DnD import
has been changed to use the env call rather than doing a direct import.

This also includes support for Global import status (but not individual
deployment watches which shouldn't be needed).
