* Remove hard dependency on node-less (LP: #1024326):
    - debian/control: Drop lessc dependency.
    - debian/openstack-dashboard.links: Also symlinks horizon's static js
      directory from dashboard's static directory, to allow loading without
      compression.
    - debian/openstack-dashboard.dirs: Create static/dashboard/css/, which
      would normally be created at compression time.
    - debian/rules, horizon.css: Install a pre-compressed stylesheet.
    - debian/patches/disable_compression.patch: Expose COMPRESS_ENABLED to
      templates via context, which _stylesheets.html can use when to
      determine whether or not to compress CSS.
