Add openvswitch to big for all arches

We are expanding the openvswitch autopkgtests to run the upstream
system testsuites, replacing the fairly limited and naive test
currently there.

The DPDK testsuite requires a minimum of 3178 MB of free memory
for hugepage allocation, an example run can be viewed in [0].

Note: At this point in time DPDK is not supported for s390x, so
we could opt to not add that architecture, but for the sake of
consistency and readiness for possible future support I added it
anyway.
