Description of the change
This branch uses implements up to 3rd level navigation in breadcrumbs and 4th level navigation using submenus, as per the Web Team guidelines for Ubuntu sites.
This has been done following these examples:

- Added README.md file containing the instructions to set up the site for local development
- Removed unused CMS templates
