fix permission issue

The path that was being used for the credentials file wasn't writable
in our django deployment. This writes it to /tmp but only makes its
readable for the user creating the file

This fixes the hack for getting signing keys that only worked on

ci-utils: make a common utility for instantiating launchpadlib

The image-builder needs the lp_login type functionality. While
I was at it, I created a unit_config utility so we can stop
copy/pasting unit_config/auth_config logic everywhere
