emitted ModemAdded signals by the time we notice it.

  over 3G when WiFi is available.
* debian/patches/ofono.patch:
  - Don't fail modem creation when the Powered state can't be set, it's
    handled specially by RIL.
  - Delay/check for interfaces when bringing up a new context for data
    connection, in some cases the ConnectionManager interface isn't quite
    available yet, so wait until it is.

debian/network-manager.dnsmasq: Drop "except-interface=lo", since we don't
listen on 127.0.0.1 directly anymore and keeping that directive has the
tendency to break system-wide instances of dnsmasq which would write out
127.0.0.1 to /etc/resolv.conf but never listen on that IP. (LP: #1044388)
