change the WallClock to detect time changes from TFD_TIMER_CANCEL_ON_SET, e.g. when ntp<-->manual is toggled

backport http://bazaar.launchpad.net/~indicator-applet-developers/indicator-datetime/trunk.15.04/revision/398 to detect user-initiated manual clock changes for bug #1405806
