Description of the change
Proposing fix directly into stable for 2.7.0 release.
The messages for the password meter were missing i18n. This has been added by providing an attribute that can be set when constructing the password meter, so we can i18n the strings in the templates.
.pos and template were also updated, and a newly compiled Spanish .mo was added so that we can QA that it's working at least in spanish.
