Description of the change
Backport of a fix (to LP: #1968354) already included in kinetic.
No autopkgtests. Issue is reasonably straightforward to reproduce in LXC.

P.S. you might or might not want to mention that the recent big azure fallout was due to an unlimited "udevadm trigger" which is a cause for bugs that this change minimizes.
