Description of the change

Some various fixups for the Debian, Snap, and PyPI packaging, including promotion of the snap to stable. This probably doesn't need very thorough reviewing, but I appreciate a 2nd set of eyes in case I've made stupid errors.

This is not super heavily tested, but I'll be testing it through the 0.4 release process and make adjustments as needed.

All snap + documentation changes look good to me. I found one issue with the makefile marked below but otherwise this should be good to go
