Description of the change

Adds dependency on ubuntu-qa-tools to ubuntu-dev-tools, to raise awareness of the package.

Depends is wrong. Either recommends (for installed by default) or suggests.

To actually get this change in, you should provide a merge against lp:ubuntu-dev-tools.

We can't do that because lp:ubuntu-dev-tools is upstream for Debian, and Debian currently doesn't have the ubuntu-qa-tools package.

I don't like the idea to carry a different version of ubuntu-dev-tools in Ubuntu than in Debian.

I agree it's less than desirable, but with ubuntu-qa-tools not currently in Debian, and with Debian frozen, I'm not sure there's much of a choice for the time being.

Debian testing is frozen. You can still upload to Debian unstable (and experimental). I am more willing to add the recommends if ubuntu-qa-tools is in Debian NEW.
