Add PowerPC system to CI tests

Description of the change

This branch updates the CI tests to include the new PowerPC system in the MAAS CI lab. I'm slightly wary of merging it as there appear to be some reliability issues with the systems power control (sometimes doesn't power on) but it essentially works.
