Rename characters to raw_bytes

The name 'characters' was confusing as the variable really held a reference to bytes object. It was most likely a leftover from the python2.7 transition

Run unit tests in a well-known "C" locale. This fixes some cases of tests that work on development machines (with typical locale encoding) and fail on buildds (without any locale)
