This requires https://code.launchpad.net/~brendan-donegan/checkbox-ihv-ng/rejig_pro_files/+merge/183582 to work properly, but essentially contains the debian packaging for checkbox-ihv-ng. If the other branch changes then more tweaks may need to be done here but it is otherwise ready.
