debian/postinst.in: Avoid calling grub-install on upgrade of the grub-pc package, since we cannot be certain that it will install to the correct disk and a grub-install failure will render the system unbootable. LP: #1889556.

grub-pc/postinst: fail noninteractive installation if devices failed to install

When upgrading non-interactively, and grub-pc installation fails on to
the configured devices fail the package configuration.

This will generate apport crash report and signal that one may fail to
reboot due to potential missmatch between core and modules..

apply debconf changes both to /etc/default/grub and to the ucf template

This avoids us showing ucf prompts when nothing has changed in either the
config file or in the package-provided template. ucf prompts will still be
shown only in the case that there is both a change to one of the
debconf-managed settings since the last update of grub, *and* there are
local changes to non-debconf-managed settings, because we cannot detect that
these are spurious.

Handle the case where we have unsigned vmlinuz and signed vmlinuz.efi.signed

If we have both vmlinuz and vmlinuz.efi.signed in /boot, the presence of
vmlinuz shouldn't cause grub-check-signatures to error.

Squash the changes to debian/patches/vt_handoff.patch and update-patches

The changes in 2.02-2ubuntu4 were applied directly to the ubuntu branch.
However, in a git-dpm managed package, those changes need to be squashed
into the original patch in the 'git-dpm checkout-patched' branch, and
reapplied to the ubuntu branch w/ 'git-dpm update-patches'.

This commit corrects that.
