Description of the change

Please merge this after kernelstack changes.
This changes the configuration system completely. Please test serverstack/etc deploys before merging.

FYI, feeding this to UOSCI to make sure there is no breakage of automation, will report back in ~24hrs.

The configure script rearrangement caused a jenkins job failure in generating tempest templates in UOSCI.

I believe this is because the ./configure script is just echoing the command that we intend to run.

configure: simplify configure system

Put all configurations in 'profiles' subdir.
Updated configure script.
Update documentation.

Checked in the incorrect commit, due to lack of bzr-foo. Resubmitting.
