LP#1849514: Add check_cinder_services

 * Script that checks "volume service list" status (Note: it uses
 "skip-disabled" to skip alerts on disabled services. The Juju config
 parameter is also used for Nova services)
 * Add unit test for the script
 * Update the upgrade-charm hook to re-render the nrpe checks
 * Fix the update_endpoint func test to avoid race conditions

Add support to proxy settings

run_rally.py script runs rally commands from a cronjob. Rally may need
access to internet, and the cronjob now uses hookenv.env_proxy_settings
to include proxy environment variables gathered from the new Juju
variables (juju-<proto>-proxy) or the old ones (<proto>-proxy).
