Description of the change
This change puts a notice at the top of each page of the site, directing developers to the new submission process. I tested it out to make sure it was both visible and fit into the flow of the page. If the red text is a little too much, I also tried "darkgreen" which looks good (and green tends to have a positive vibe).
This doesn't give the developer any hints at the point of submission (dput), but hopefully most developers will at least briefly visit the REVU site before submitting.
