[r=allenap] Resurrect bugnomination-timeout-bug-874250-lazy-heat from the dead.

Description of the change

This was reverted yesterday to try and fix a weird test failure. It
was in fact responsible for *triggering* the problem, but not the
*cause*. Martin has landed something to address the cause:

so it seems like a good time to try landing this again.
