* debian/rules:
  - add --enable-gtk2 and --enable-pygimp as configure parameters
  - use chrpath to remove rpath set in the 'icc_exam_cp' plugin
  - remove gtkcons.py from the plug-ins, it's too buggy. Remove gimpcons.py
    as it relies on gtkcons
*debian/control:
  - Build-Depends on libgtk2.0-dev, libxpm-dev, ftgl-dev, and chrpath.
  - Add a missing dependancy on python for cinepaint
* Remove 02_fix-module-name-gtkcons.py.patch as we don't ship this plug-in
