libtextcat 2.2-9ubuntu2 source package in Ubuntu

Changelog

libtextcat (2.2-9ubuntu2) natty; urgency=low

(Reuploaded as 9ubuntu2, as in 9ubuntu1 there was a horrible messup of the
  changelog, sorry)

  * debian/control: Drop libtool, automake1.7, autoconf build dependencies
again. debian/rules doesn't actually use them, and automake1.7 is a thing
    of the distant past.
