* use CRD resource powers to check the status of applied resources
* ignore constraint resources without a status object
* list all violations, even if the constraint has no status
* deploy 2 units on opa-manager integration tests
* show violations if the len is unexpected
* wait for opa-manger-operator to stabilize

* Update ops.lib.manifests

* blacken

* address test issues, and default the opa `release` to draw from the charm source

* switch tests to use client.apply rather than client.create

* address testing conflicts when audit and manager operators are tested together on the same kubernetes cluster
