Update readme before archiving repo

Development of CDK charms has moved to a new org (charmed-kubernetes). To prevent future writes to this fork, we'll archive it and make it read-only, potentially deleting it at some point in the future. Before archiving, this commit updates the readme to inform users where they can find the new stream of development for CDK.

CNI on the master doesn't work on the master if it requires the kubeconfig.

We were passing an empty string for the config. Calico is known to use this. This means that Calico and things that rely on kube-proxy on the master such as Keystone integration won't work without this change.

add endpoint CA certificate handling

OpenStack clouds often have TLS termination with certs signed by
non-public CAs which cannot be verified with a standard set of CA certs
shipped in the core snap used by other snaps.

There is a way to provide a path to a ca-file in cloud.conf for k8s
in-tree OpenStack provider code which relies on gophercloud to use
that cert when creating an HTTP client for o7k endpoint communication.

The content of the CA certificate has to come from the integrator charm
which is not a subordinate, therefore, it must expose that cert over
a relation with other charms consuming data required to render
cloud.conf.
