This merge proposal include following changes:
1. Addition of vsd-cms-name in config file.
- This name is used to create the CMS ID on Nuage-VSD which should be unique per OSP cluster.

2. Added nuage-packages in config file.
- Here you can mention what packages you want to install for as a part of nuage-plugin to neutron-api

3. Added relation between Nuage-VSD and Neutron-Api.

Broadcast API readiness via neutron-api relation

When the charm's minimum set of required interfaces is satisfied,
and all of our contexts have been completed, broadcast to services
related via neutron-api that our API is now ready to fulfill requests.

It's not important that the rest of Neutron be wired up (neutron-gateway,
nova-c-c, etc), so long as resources are created in the DB they'll eventually
be created by agents when they do end up starting.
